the Scouts with a verified counselor that has passed the background check and has skills in the merit badges
listed.

the District/Council to maintain a list of qualified MBCs to give the Scouts the maximum opportunity to be able to
obtain a quality MBC.
•Protects
the Scout in advancement should questions be asked about whether or not a merit badge was properly earned
from a registered
counselor.
•Protects
the Scouter by being registered as a MBC while teaching a merit badge, per National requirements, in the event
that any insurance or liability
issues should surface.
